Allows disabling startup on boot without an account.
On windows 10, to disable startup on boot you need to access preferences. To access preferences, you need to be logged in. Thus, to disable startup of an application you don't use, you need an account. To put it another way, you need an account for a service you don't use to prevent the service from taking computer resources.
On managed machines, the program cannot simply be uninstalled.
