I tried for many weeks last year to update Creative Cloud and Photoshop to no avail - same problem as you. I even downloaded the Creative Cloud Cleaner tool and tried to reload "CC", but to no avail - same problem. I gave one final try in the begining of February and it downloaded! The Photoshop update still would not complete a download and I eventually managed to locate a "live" screen chat with Adobe, the consequence of that being that they gave me a link to a zipped copy (1.8GB), which did download. Running that then gave me the latest version of Photoshop, but I have no faith in being able to download any new updates via "CC". One thing I have done in the "CC" settings is to not allow automatic updates of any Adobe products as automatic updates were paralysing my computer and making it impossible to use the modem.

I have had the exact same issue but it doesn't even get to 45!
