Truly need a Help Desk online and live...
Adobe CC truly needs a hotline and online help desk. This paying is ridiculous, with no backup, no one to turn to at work when the app is constantly downloading updates and I have paid for months n months without use as well I've now been charged DOUBLE from this month onwards, withuot warning or explanation or response to my email.
You can't expect me to sit here at work and not accomplish anything, with my job on the line... How do they get away with this?

I want to create a spotlight effect.
so I go to filter > smart filter, and then Filter > render > lighting effect…. The possibility lighting effects is not active!
I'm using P.S 21.0.3
why?
If you could explain how to do it active.
